As to charge 1, it is a standing rule that whenever there is a rush of work, as apparently was the case here, the officers off duty are sent for. The senior officer (Mr Barradas) failed to represent the matter to the Deputy Postmaster General, and I consider he is to blame in causing the delay.
As regards the registration of letters for the Japan mail, the present system of closing 5 minutes before the half hour has been in force ever since...
